Russia not allowed sale foreign cars with certain features

Russia has stated that it cannot allow the sale of foreign cars with certain features.

The Federal Customs Service of Russia informed on its website: despite the fact that the EAEU countries – Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan – have a common economic space, and common customs rules apply to most goods, foreign-made cars can be produced with some features.

So, in 2022, the number of cars imported into Russia from Kazakhstan has sharply increased. In 8 months of 2022, more than 6.5 thousand cars from a neighboring country were imported into Russia, which is 15 times more than in the same period last year.

Russian customs drew attention to the fact that citizens permanently residing in Russia are prohibited from importing into the country cars manufactured in Kazakhstan at reduced and zero rates of import customs duties.

This is due to the fact that Kazakhstan has obligations that were accepted when the country joined the WTO, one of which is the application of reduced rates of import customs duties for certain categories of cars. Such vehicles are conditionally released, are under customs control and are not subject to export to other EAEU countries.

To avoid risks, individuals, planning to purchase a car in Kazakhstanshould obtain from the seller documents confirming that this car was imported and released in Kazakhstan with full payment of import duty, and not at a reduced rate or with the use of a customs exemption.

Special conditions in the form of a customs benefit with exemption from paying import customs duties apply to electric vehicles in Kazakhstan (as well as in Armenia, Kyrgyzstan and Belarus). Such vehicles are prohibited from being transferred into possession, use, or disposal by persons permanently residing in Russia.,
