IA-Centr: What Constitution says about People’s Kurultay of Kyrgyzstan

In Kyrgyzstan, President Sadyr Japarov signed a decree according to which a National Kurultai will be held in Bishkek on November 25.

It was noted that the relevant constitutional law has not yet been adopted, so a temporary provision has been prepared. At the same time, the text of the decree states that the People’s Kurultai is mentioned in the Constitution. Below are excerpts from Basic Law (NK is mentioned nine times):

What is kurultai?

People’s kurultai is a public representative assembly. As a deliberative, supervisory meeting, it makes recommendations on the directions of social development. The organization and procedure for the activities of the People’s Kurultai are determined by the Constitution and the constitutional law.

What are the powers of the kurultai

The President, on his own initiative or taking into account the proposal of the Jogorku Kenesh, the People’s Kurultai, within the framework of the law, dismisses members of the Cabinet of Ministers and heads of other executive bodies. The right of legislative initiative belongs to the president, the head of the Cabinet, 10 thousand voters, the People’s Kurultai and other officials/institutions. The Council for Justice Affairs is formed from among judges, constituting at least two thirds of its composition, as well as representatives of the President, the Jogorku Kenesh, the People’s Kurultai and the legal community, constituting one third of its composition.

What else is said about kurultai

The president also has the right to address the people, the Jogorku Kenesh, the People’s Kurultai with annual messages on the state of affairs in the country and on the main directions of the state’s domestic and foreign policy. In addition, the head of the country has the right to speak at meetings of the Jogorku Kenesh and the People’s Kurultai. This institution is also mentioned in the enumeration of the powers of the Speaker of the Jogorku Kenesh. In particular, the speaker ensures the interaction of the JK with the president, the People’s Kurultai and other bodies.
